if it is setup as a wet dry, bioballs are good, bio-bale is what id spend my money on. if it is submerged, i prefer seachem pond matrix in laundry bags.

Yep. Pond matrix might be the most bang for your buck for submerged media.

I have a piece of water cooler pad for the first layer, then the water will fall from that to a area for balls or rocks.

i've had both in my sump lava rock works alright, bio balls work better in wet dry systems, but i have to agree with both of the above seachem matrix/pond matrix is the best way to go as far as bio filtration in a submerged state and some people say even in a wet dry

Bioballs all the way up.

Lava rock works but it is inefficient, you would need a lot to get the desired effect, so go and get some bioballs.
