Bio Balls?

I have a whack of bio balls I picked up last week in a package deal with some other supplies. (guy is switching to reptiles) My question is, are bio balls an effective growth media for BB when fully submerged? I don't have room to add a trickle tower on top my sump.
So anyone used them with an success?
 
They are fine used submerged but need a prefilter. There are better filter materials for submersed use but it depends whether you have a high bioload as to whether you need a lot of biofiltration.

What is better material that can be submerged?
I am starting a build project and have an actual wet/dry but want to add more media in my sump.
