"Bio-Boost" Water Conditioner, what's the deal?

I've been bit by the aquarium bug and I've just got my 75g tank up and running tonight, brand new uncycled tank. I'm going to be adding my first fish in about a week and in preparation I purchased some of this "Bio-Boost" water conditioner. My question is, does this product actually seed your tank with de-nitrifying bacteria or does it simply kick off the ammonia cycle? The reason I ask is I'm going to be picking up a quantity of seeded bio-balls for my Fluval FX6. I don't want to add the fish in the midst of an ammonia spike from the bio-boost when I can simply add the seeded bio balls to my filter. If this water conditioner actually seeds bacteria, I'll go ahead and add it now. I hope this makes sense-I may be overthinking it all however
 
I've used stability which is a bio booster. Usually you add it the same day as the fish so that the bacteria can feed of the ammonia the fish produce. You may see some ammonia but it'll go away quick. I usually use some extra established media with the bio booster(stability in my case) and never had issues. Check parameter daily for a couple weeks to be safe
