I've seen some of the lfs here in singapore put bio filtration media in a mesh bag and leaving it inside the tank. Would that do any good ?

When I get a new tank I use any decorations and filters in the new tank to help cycle and put fish in right away.

Better with a pump to send moving water over the biomedia, but used media helps seed the tank anyway, however more slowly. And you would need fish, to keep that biomedia active.
I always take sand, rocks, plants, whatever from active tanks when starting a new one.

The store owners could be "seeding" media either for a customer or for a new setup they are going to start or to sell. The media doesn't care where it gets its food supply, but good flow is important. I know LFS around here will let you put a bag of media in their system to seed it but sometimes you run the risk of getting parasites.
Anytime you add to the systems biofilter, it is generally good, however, if your system has reached equalibrium,( 0 ammonia) adding additional media wont be any more effective. You will just be thinning out the bacteria colony. Supply and demand. Now if you are anticipating adding more fish(more bio-load) the added biomedia will be utilized as you will be expanding your bio-colony, and that can be put anywhere in the system.

if you hung it next to a return or a powerhead it might work real well

Keeping bio where u have oxygen Exchange like canister, hob or sump will make it more efficient and or seed it faster, I keep 1.5 gallons of bio in my fx5, never had issues and if I need to setup a new tank just take out a handful and throw in new tanks filter. Very fast way of being efficient

Not to mention a fx5 with 500-600gph is putting 6x my tank volume thru the bio every hour, u be the judge

I would venture to guess that the gravel in the bottom of most tanks actually provide as much or more biological filtration than most canister filters??????

probably more than you might think
