Can they be moved? As in I had a HOB filter on a chiclid tank and now I'm going to put it on an angelfish tank, but will I need to get a new biowheel or will the bacteria that have already built up be fine?

If you are asking, will the new tank be 100% ready for fish just by moving the used bio wheels?
I would say, probably not.
I agree, whatever amount of bacteria are on the wheels will make the transfer just fine and will give you a jump on a fresh tank cycle.
But, I wouldn`t count on not having to closely monitor the water quality after the swap.
My experience with bio wheel filters is, there are small amounts of bacterial activity on the wheels, but the bulk of your ammonia/nitrite processing is happening in the tank.
The wheels do an outstanding job of oxygenating the water and a so,so job as a biological filter.
