Many different types of food will produce an oily film on top of the water. Film can also be caused by contaminants in the air. Easiest way to remove the film is to turn off the filter, and lay a piece of newspaper on top of the water surface. Once saturated, lift up the paper. The film will be attached to the paper. You may have to do this a couple of times to remove all the film. You can also siphon off the film, but that takes more time. Increasing the surface agitation will also prevent the film from occurring.
 
Sorry I was in a hurry. I used Black Beauty blasting sand. I washed it until it was clear. When I added water to the tank an oily film came to the surface. Those who have used this sand before - does it stop producing the film?
 
Usually if you add sand without cleaning it there will be dust in the tank on the surface and etc. I find it gets filtered out soon, make sure to clean the sand out of your filter though before it clogs. if it doesn't go away, you can always add a protein skimmer
