yeah it depends on tank size, i persoanlly wouldn't do them together unless the tank is 6 feet long

it is a 4ft 55 gallon for now...will be moving them to a larger tank as they grow

Many will agree that 55 gallon tank is too small for an adult oscar even if it will be a single occupant. Yes, you will need a munimum of a 90 - 125 eventually. How many blood parrots do you have? That could make a difference too...

the fish are only 3-4 inches right now, I have no plans on keeping adults, or even 6 inch fish in this tank

I've heard Black Belts tend to be pretty aggressive.
