Black Moor goldfish with pimples

I have a black moor goldfish that gets these white pimples( for lack of a better descriptive term) . They look like a cyst of some kind and heal up on their own within a day or two. Tank is a 40 breeder with 2 other lionhead goldfish . The fish are all three inches and water is in check with zero ammonia zero nitrite less than 20 ppm nitrate by the end of the week. PH is 7.2, dKh is 2 and dGh is 5. Any ideas or thoughts are greatly appreciated. Thanks in advance!!

Is it just on the gill plates? If it is its breeding stars. He's basically saying he's ready to go. If not a pic would REALLY help ID what it is

No it's not breeding tubercles it looks exactly like a whitehead. The other two. Fish don't seem to get these. Just the moor...

white pimple like spots on the wen are common as head wen grows.
