Bloated Green Terror Can't close mouth!

I have a 3" green terror housed in a 60 gal with map turtle and a red ear slider. About a week ago he got real bloated within a day and his mouth is stuck open. It looks like its probably the bloat causing the problem with his mouth. Theres only a small opening to his throat its so bloated. I dont have a seperate tank to treat him so havent done anything but a salt treatment. Any advice on what I can treat him with thats safe for the turtles if anything. He was eating until a couple days ago and I know il lose him if this continues.


water tests perfect. no ammonia or nitrite. about 15 nitrate, and 7.4 ph. Ive been doing weekly 60 percent water changes to keep it this low. The tank also houses a clown pleco and a pictus cat who are doing great. any advice is greatly appreciated.
 
Treating the fish with turtles present is nothing that I have done,
but according to a quick scan gentamycin sulfate can be used on both turtles and for trweating fish bloat as can oxytetracycline.
