Yes, you have to cement them together and would be well advised to pour cement in the blocks after the wall is made and pack it in. Using rebar vertically in each hole would be an asset too. This basically makes a solid wall. bond wall to floor in case of a major leak so it will temp. hold water. Then line with carpet or sand on bottom.
 
Can you chip into the floor 3in. ? You could make a 2in. bottom drain then and its easy to patch if you move the pond.
 
How big of a pond are you wanting?

You might consider a plastic livestock tank, usually good prices and no cement work. And some even have drains built-in.
