Try gut loading super worms with spirulina or you can try discus color enhancing pellets they sell them to enhance the blue coloration.

I don't think anyone tans Blue Base's (mostly only for Reds), if anything that would likely bring out a BB's gold coloration more. Imo insofar as level of blue your fish has pretty much what it has, though as sikoko alludes diet can affect it to some degree, as could tank background color.

Of course you could use lights with more blue to make it look superficially bluer; some like it, some consider it 'cheating'. I personally feel the lights you have on the tank now make your Aro look great (and quite natural far as I can tell).

I've heard that as Blue Bases grow older and bigger they'll eventually (esp. if they make it to a decently older age), slowly but surely transition to just about all gold. However, with a thin frame like yours this process will take somewhat longer than a regular thick frame, which is why many consider thins to be more desirable.

tanning used for red arowana and golden arowana, I wouldn't recommend tanning for blue base arowana.

I, like many others, would not recommend tanning for golden arowana (regular and Blue Base) -- any effects would only be temporary, it's simply not needed and you also risk ruining their coloration (brown burnt splotches) if you over-do it. Better esp. with golds to let nature take its course -- if a golden has good genetics it'll color up and cross nicely, no need at all to subject it to the tanning process (which most anyone can admit is not very comfortable for the fish).
