Blue gene jack?

Quite possibly. I would guess that yes, it does carry the gene, but I have also seen traditionals that color up like that. The one thing that makes me think it has the gene is the tail. The tail has a very high concentration of blue and that is often a good indication.
 
IF he is carrying the gene, then yes, your female would have to have the gene too. It is recessive and so if the gene for regular is there at all, the eb gene will be suppressed. It has to be present in both parents. I would try to find a female, and breed them once to see. Typically, if both parents are carrying the gene, you will end up with an average of 30% of the fry being eb. If they breed once or twice without a single eb fry, then one or both of them don't have the gene.
