I would say a 40 for one fish, to reach it's full size.
 
I want one of those. I believe a pumpkinseed is smaller than a bluegill too.
 
Bluegill can grow between 10-12", I suggest a 55g. A pumpkinseed can grow between 8-10". There are smaller species of sunfish you can look into, do a search for dollar, banded, blue spotted and black banded sunfish.
 
You seem to be ridiculously knowledgable about fish, sandtiger. I have three possible explanations:

1. You are an Ichthyologist, and you just like to humor us amateurs.

2. You are the average fishkeeper, but have been doing so for over 150 years.

Here are several fish found wild in Wisconsin that don't get real big and will eat guppy sized fish.
Round gobies 5-7"
log perch 5-7"
pirate perch 3-5"
ruffe 5-8" in WI.
3 types of sculpin all to 4-5" max
and troutperch.
