Blue/green algae cyanobacteria problem...HELP!!!

The best way, I've found, to get rid of cyanobacteria is to take down the entire system, clean it, and start again. A lot of anti-biotic treatments only seem to make resistant strains of the bacteria, which in turn only makes it that much more unkillable than it was before.
 
I had a Small issue with this once. What i did was scrub it off the plants and walls and do a water change and gravel vac along with feeding my fish a little less, that seemed to work for me.
 
I have a lot of this in my planted tank. I've pulled it all out and done huge water changes, but it still pops back up within 24 hours. May tear down the tank and start over non planted.

Will be watching to see if anybody has any other good suggestions.
