You might want to add some cover in the tank...I've seen your setup and it looks very "empty" despite having a few hides here and there...boas like not only to have places to hide when they are babies but also have "cover" as they move around to feel secure.

He could be spending time in the water bowl because he feels safer in there. In other words, soaking for long periods of time shouldn't be a normal thing. They tend to do it more as babies - mine did and usually used it as a toilet - but its something that they should ultimately grow out of.

You can use some of those fake vines with leaves to spread across the floor of the tank to make it more comfortable for him to explore around. If you don't want to spend the $5 (don't get the pet store ones - go to walmart and get the fake shrubbery from the craft section, its a lot cheaper), you can also do what I do with my ball pythons...just take balls of crumpled up newspaper and scatter it across the floor. They love it, being able to crawl around in it as they move around their cage.
