nice warm bath then gently rub it off, sounds like the humidity wherever you keep him is to low.

Get a plastic box, put something rough in the for the snake to climb on (branch, fake plant, etc.), add the warm water, place the snake in there, and wait about an hour. After the hour, take the snake out and lightly massage it's skin in order to help rub the skin off.
 
a half damp pillow case with a piece of burlap in it works too.
