Recently i bought some bogwood from a reptile store, it was kept outside and was very wet and heavy, i bought it real cheap, they are huge stumps. but as soon as i put one of my puffers in the tank it was in it has developed cloudy eye, the wood is falling apart a lot and creating waste on the substrate, is this wood safe to keep in my tank?

it could be rotting, i wouldn't keep it in there
 
Pictures will help to put it into perspective. If it is cedar and it is just the bark coming off, then there is nothing to worry about. What kind of wood is it?

Depending on the history of the wood, it could be seriously lowering the pH of the water. Your puffer is going to want a higher pH as he grows (brackish and full salt have a high pH). A lowered pH can stress his system so that he can't fight off pathogens that he normally lives with.
 
Hi thanks for the help, i will get some pictures to you tonight as clear as pos. all the other fish seem to be doing good in the tank except my mbu. cloudy eye and discolouring in him at the mo, ill test water and let you know the results
