Simple suction. To see it yourself, dip a cup below water and let the air out. Then push the bottom of the cup out first. The water is held up inside the cup by atmospheric pressure. The downward pressure of air on the surface of the main body of water holds the water in the cup. If air is allowed to enter (keep raising the cup), the water is no longer being forced upward and exits.
 
There are a couple pretty detailed threads at FishLore.com, just search "how to make a bottomless tank". I dont know how to post the link or i would have. No expert on this but it sounds like its done with a vacume pump. would suck in a power outage:WHOA:
 
No, it wouldn't. The suction is used to remove the air, either on initial fill or on an intermittent basis for surface-breathers. If the power goes out, the water stays right where it is, unless someone does something stupid.
 
Thats cool to know. Like i said I'm no expert here but it sure seems neat. I think that would be a killer show tank and a fun diy project.
