is it normal for a snowflake eel to be openin and closing his mouth constantly? I dont want him to be gasping for oxygen. Ive got plenty surface agitation from two pumps, temps at 82.
 
That's normal breathing for morays. They have small circular gills that require water to be forced over them to perform normal respiration. At rest, and in high DO environments, this respiration behavior is suppressed but still present in a lesser form.
