What would my chances be of breeding blood parrots with flowerhorns. I know it has been done as I know there are kirin parrots. Of I got a male fh and female bp would I be able to?

Yes it's possible
I had a male ZZ that I paired with a female BP.

My advice if you follow through with breeding them- make sure you have a lot of growout tanks. No 2 of the fry my pair produced looked the same.

I still have 3 of their fry that I'm hoping to continue on with another project

As long as you use a female bp you should have no problems. If the male is way bigger you should provide ample hide spots. Good luck.

I always see bp x fh spawnings but I have never seen a kirin result from that breeding. Makes me question if a kirin is more than just breeding a flowerhorn to a parrot.

Its possible to get true Kirin in F1 but the chances are very small. I also suspect they are more likely to get killed off early on.
