Bright Blue DOVII

This is my new Dovii. Picked it up in Baltimore or close to it. Is it to early to sex? Fish is only 3 to 3.5 inches. I have never seen as much blue as this one has at such a young age. Picture don't do justice. Most of its face is blue and every inch of its fins are covered in a nice bright blue.
