Nope, it's a thing you buy or make to hatch your own brine shrimp. Idk if you can buy live brine shrimp, but I know you can hatch the eggs yourself. The shrimp would be too small so idk how to grow them out for feeding. I just always feed freshly hatched to fry.
 
Check with all your LFS (local fish stores) some may carry live brine shrimp as well as live blackworms.

Most people(that I know) hatch there own. There are home hatcheries available, that are small, and take only 24 hours or so to produce enough baby brine shrimp for the average home spawn. There is also de-encapsulated BS.
Try the company brineshrimpdirect.com for info., hatcheries and eggs.
