broadleaf ludwigia, where is the red??

A couple of days ago I added some broadleaf to my 55g tank. I have sufficient lighting, two 65w compacts and a NO 40w bulb, and I use C02. The top of the leaves are lime green but the under side of some of the leaves are red and some are not. The ones with no red are at the top of the plant where as the leaves with the red under side are towards the bottom of the plant. Anyone know why? Do i just need to wait longer and let the plant settle in more? The tank its self has been set up 6 days, the broadleaf has been in there 3 days.
 
The red underside may or may not appear. 2 65W CF lights and 1 40W T10 is not much light, and will not produce full red leaves.
 
Well is there anything i can do short of buying a new fixture? I would like to add glosso at some point in time and i know i need alot of light for that
 
the no 40w is 18000k, now my problem with my cf bulbs might be that they are old, i bought the fixture used. right now it has 50 50 bulbs in. Im going to add 10000k or 65000k bulbs but i have had problems finding box pin cf bulbs.
i wasnt going to get any glosso untill i replaced the bulbs. the 40w bulb is new

Your 18,000K bulbs are dong little to nothing for your plants. The 50/50 bulbs are only 50% usable for your plants. Switch them all out for freshwater plant growing. The stickies have information about that.
