Broken Bulkhead in Overflow box

The top is siliconed in and at the bottom of the overflow box which I cannot reach. Is there a way to use a smaller diameter pipe and somehow run it though the bottom of the tank and seal it on top of the other bulkhead. I hope that makes sense. Basically the top of the bulkhead is sealed into the tank in the overflow box which cant be reached. The bottom is broken off with not enough left to connect a hose to and I am not sure what the best way to fix this is. The overflow box cant be removed either. I might be able to barely reach the bottom of the overflow box if I stand in the tank but I am not sure if thats a good idea. It seems like it would be fine but I am not so sure.

What size is the bulkhead and is it a standard style slip/slip or threaded?
The top is the flange/washer side, not the thread/nut side, correct?
Is there a piece of PVC in the top or just the bottom? If there is pvc in the top is it long enough to attach a fitting?
Have you tried to find a fitting that will thread onto the outside of the bulkhead? You could then reduce it to your desired size.
Have you removed the nut and tried gently to move the bulkhead? The best thing you could do is swap this bulkhead out for a new one if possible.
 
WP_20130725_006.jpg This is a picture of the bottom, there is basically nothing left to hook on to. I was thinking about leaving my sump right under the hole so it drains directly into it. That is NOT what I want to do, it seems however to be the easiest thing to do.

That's worse than I was picturing. There isn't even a nut is there? I wouldn't trust that even to stay sealed if you capped it off. Needs to come out and be replaced IMO.

Whats the best way to get it out? I cant reach down from the top and get to it.

Try to trim as much of the silicon from the bottom as you can, then stick the correct size pvc in the bulk head and try to work it out, and or try pushing it through from the bottom.
 
Thanks I got it removed and have another bulkhead ready to go. I am guessing its not normal to silicone the top? It seemed more difficult then it should have been to get it off. A gasket should be all I need to leak proof it?
