Brown snot algae?

So, I have had green hair algae, brown algae, and even bluegreen algae....but now I have a new contendor. It looks like green hair algae....with a more snot like texture. But it is brown in color, I do 50% WC's every couple days and I run my lights for 8 hrs a day. I have one 3" Fahaka puffer in this 90g tank so over polution is not an issue. I cleaned as much of it up as I could and blacked out the tank for a few days and the stuff still grew back. I have attached some pic's to see if anyone could ID this stuff and/or give elemination advice. Any help will be appreciated, thanks guys.

I once had something like that in one of my puffer tanks... came off really easily with one scrub from a kitchen scrubber and never came back... although in my case it wasn't on the plants, just on the sides of the tank...
 
In the second picture, it looks like nitrostomas bacteria. It's actually quite rare. Check your tap water's nitrate levels. Also, start pre-treating your fill water before adding it to the tank.
