Bubbles on fins?

My 12" RD has these weird bubble like things on the edges of its anal fins and back fins and the top fin. any idea what this is?
 
maybe they are just bubbles stuck on him. Sometimes my fish look like they have something but just bubbles really stuck on their body. Hard to tell just from a description anyway. Really need a good pic to tell.

Could be air bubble disease. Try aerating the water and see if the 'bubbles' are eliminated.
 
2 things come to mind, first how is your water quality, an elevated pH can cause symptoms like that. If your pH is good than it looks like a very early case of finrot, in that case Maracyn, Binox, Furanase, TMP sulfa, and several other meds should clear it up but it is usually caused by a high bacterial load in the water so you might want to increase water changes on increase filtration as well.
 
i did a change yesterday and i tested the water lasr thursday and it was

ph-7.4
nitrites 0
ammonia 0
nitrates 0
i have a fluval 404 on it
