I personally have a permit for keeping some turtles, But Dont know most answers that he wants to know.

He wants to raise an AST, But there illegal with out permit in California
His mother said ( Shes a vet )That under any condition if a animal is in need of help they will help it. They will help it, If the animal is in a comfy and safe habitat even if illegal they wont report it.
He asked me to take care of one for him but Im quite Full when it comes to raising lil ones

My Hatchlings
2 Alligator Snapping turtle
5 Razorback musks
1 Common Snapper
1 RES
Adults outside my house in ponds.
Alligator Snapper 40 Years old, My grandpas.

I cant hold any or squeeze one in for him.
He wants to know if Vets will tell if his turtle ever gets sick.
or he wants me to take it in Witch would be difficult cause I have all my animals documented through the same vet
I've seen his tanks and would work well for a few years with his turtle,
But I really dont know what advice to give him other then Find another turtle.

How so? Just brainstorming here and just curious how much of risk it may actually be.

It seems plausible; you own the animal, but simply have it housed and cared for at another location.
 
If as a turtle you know how destructive they are hurting someone that trys to touch it or something under that, It would be my responsibility
