Is something wrong with this guy? I have never seen anything like this. If yes, does anyone know what it is and how to treat it?

It's a disease called pop-eye. I believe you can treat with melafix for that, but you might have to use something like furazoline or something that I'm not thinking of because its 2:03 a.m.

how the heck did he contracted pop eye? I have a UV running and I do weekly water changes.
