Bugs/Parasites underneath the surface of my water

Hi, I’ve recently started a new tank and all I have done so far is fill the tank up with water and I’ve left it for about a week as I’ve been busy. I’ve not started to cycle the tank yet. Yesterday I turned on my lights and I witnessed little parasites? They were on top of the water clinging on with their tales. They are a few mm long. Is it because I left the water without the filters on and the water has become stale? If anyone knows what they are and if they are dangerous to fish that would be great thanks!
 
If the water has been sitting stagnant for a week, I'd drain and refill it. Who knows what has set up shop in there. It's basically a swamp.

I would assume it's because there is no water flow. They are probably mosquito larvae but I wouldn't take a chance. I would drain it, refill and turn the pumps on.
 
RobE you are correct. I've just googled them and that is exactly what they are. It's hard to get all the water out as i have a large tank with a lot of sand in it. Any tips? thanks
