Building a Pondless water feature

Hey everyone I'm in the process of designing and building a pondless water feature for my Parents front yard. they just built a new house and want a water feature but do to regulations cant have a pond. I have most of the fine details worked out but figured I would ask what people suggested for a pump. do to the amount of water needed to make it look good I need about 2500GPH it needs to be quiet as I don't want to hear the pump.

I am planning to put in a sump area of about 50G with a float for the pump and one for the water fill. I want the pump to shut off if the water gets to low but it will have a float to allow new water into the system. if anyone has any suggestions let me know this is my first kick at the cat.
 
Check out eponds.com. I bought a little "mini cascade" is what they call it. I made about a 3' stream. It came as a kit and was easy to install. They do have bigger sizes also. Try calling them, the customer service was great.
