building a stand for outside on soil?

Hey guys

hoping to get some advice ideas on building a fish tank stand that could be used outside on the soil? Would it be possible to lay cement blocks and run wood from one to another and rest the tanks on this or would I have to lay cement on the area and build off this?

Soil is going to move. You are going to need cement footings. Then build off of that.
