Built in Wet/dry filter/water level???

I was hoping someone might be able to help me. I setup a 110 with a built in to the tank wet/dry filter, similar the seaclear system 2. It has an overflow that flows over floss, then bio balls and a pump shoots the water out the bottom. My question is where should my water level be? I have it filled nearly to the top over the overflow, however, I'm thinking this is incorrect. The bioballs are covered with water, hence it not being wet/dry but just wet. Should the water level be at the point where it's just pouring over the overflow? Any help would be great and thanks in advance.....
 
You want it so that the water is just trickling over the bio balls otherwise there isnt good gas exchange in the bio chamber. I would lower the level of the water in your tank so that it is just spilling over the overflow and the bio balls have the water trickling over them.
