Bulkheads on Eshopps overflows slit?

I just bought an eshopps hob overflow and it is leaking like crazy. I figured out that the leak is not coming from the bulkhead as far as the rubber gasket is concerned but from a large slit which looks machine cut in both the bulkheads. I have attached a pic to give you an idea

The red is a slit in both bulkheads which is not broken or oddly shaped like I would think a crack to be. The gray is the hight of the PVC inside the bulkead. The blue is the section under the nut but before the pipe which is where it is leaking from.

So did I get two bad bulkheads or am I doing something wrong?
 
The rubber gasket should be sealing up so water cannot get to the threads. I've heard of putting a little lubercant on the orings, like a silcone base or something fish safe, maybe vasoline.
