Bulkheads Pvc or Abs

Hey guys, I was wondering are bulkheads made of Pvc or Abs? The scd. 40 bulkheads are usualy black and black pipe means Abs. The reason I am asking is do you have to buy the special transition cement when glueing the pvc pipe to the bulkhead or can you just use regular pvc cement?
 
Not sure what they're made of, but I've always used the regular cement and I've never had any issues for a few years now.
 
Black thinly made bulheads are abs and the grey heavy duty ones are sch 80 pvc, the white pvc is sch 40 and some of the black ones are made of polypropylene. Joining pvc to abs requires a special cement. Look it up at Oatey.com. Using standard pvc cement to bond to abs will not give you the correct chemical reaction to join the two plastics. Yes it may hold, but it is not correctly welded together and may fail at some point.
 
Based on my experience, you can use the regular pvc cement on both abs and pvc but not the abs cement on pvc. The abs cement does not melt the pvc to a bondable surface. It will hold for a while, but will eventually pull apart.
