Well - the Cali Horns are easier to find, since they can be found off in Southern California coastal waters(from Santa Barbara to San Diego). True Mexican Horns are rarely imported into U.S. - and when they are they often sold as California Horns - thereby creating additional confusion.

Also true Mexican Horns are darker in coloration, and have larger & fewer spots compared to California Horn Sharks.
 
Actually - that shark was a most likely a Cali Horn from Baja - and not a true Mexican Horn.

Mexican Horns are found from eastern Sea of Cortez*Gulf of California southeastward to Costa Rica. California Horns are basically from Southern California (near Santa Barbara) and along both coasts of Baja California.

True Mexican Horns also have smaller dorsal fins compared to California Horns. And the spots on a Mexican Horn is at least 1/2 the size of their eyes. By comparison - Cali horns spots are about 1/3 the size of their eyes.
