can 3 T5s keep an anemone?

the tank is 13" tall
i was planing on using a daylight bulb, antinic blue 420nm, and plant grow
all 39watt so 4.3333 watt per gallon (27 gallon)
 
That wattage and bulb combo seems fine All your honestly feeding is the anemones endosymbiotic algea called Zooxanthellae it will keep the anemones color good only concern with good lighting is your cooling needs, thos lights seem just right for any symbiotic anemone to have good color even with that lighting youll have if you want actual growth youll have to handfeed it
 
13" away from T5 lighting is fine. Do they have individual reflectors?
 
the plant grow bulb is just going to cause algea problems.. just get a 50/50 or even another actinic
