Can a 29 gallon work as a peacock cichlid grow out tank?

I could see it work, if you can handle the large bio load. But for 1.5” fish, I think a 3 foot tank would be better as a grow out.
Others with better experience will chime in.

How many fry are you looking to house? What type of filtration are you prepared to run?

I'm sure you are aware of fry being sucked up by a filter that is too strong.

I have a cycled sponge filter, a home made bottled lava rock filter, and Pothos plant on the water surface
