Can a 4 inch Bichir be in a 75 gallon tank ?

I had him in there once and he always floated at the top. I was afraid my 6-7 inch Arowana might look at him as a snack so i put him in a different tank. I also read that they need to be able to get to the top and bottom easily. I thought maybe the tank was too high for him, the height is 21 inches. Now I notice in the smaller tank he still floats up the top, every now and again he'll come to the bottom. Aren't these a bottom dweller ? Seems like he spends most of his time up top. Is the height of the 75 gallon ok for him along with the Arowana ? The Aro never touched him when he was in, he would simply run into him and then keep on swimming.
 
the height of the tank shouldn't matter, different fish have different personalities and do different things, same as people. If he's still eating normally, i see no problem. Except that a 75 gallon is to small for an arowana
 
Mine range from 2" to 12" and always go to the top for a gulp of air. Like any fish they are open game when it comes to swimming around. I have lost several to my catfish.
