Can a motoro be fully mature at 10"?

I've only had the ray a few months but my male motoro is apparently nearly 4 years old and only has a 10" disc, I would have though that at this age he would be much larger. He hasn't grown substantially since I got him and his claspers are fully developed, should I expect him to get a large as other motoros or has he been stunted?
 
MY regular motoro is also about that size and is around 5 years old. Depending on where they are from some don't get as big as others
 
I really have no idea what he was raised in, he was a surrender to the store I work at and the owner just mentioned that he was 4ish years old. He's not a marble either. Here's a pic, he seems to be healthy and eats a ton. I just don't want to drop a bunch of money on a custom tank if he's never gunna get big enough need it, he as he seems perfectly content in his current tank
P.S. ignore the gross blue gravel, it came with the tank and is the smoothest gravel I could find. I haven't been able to find sand that has round grains so he'll be on the gravel until I do.

With enough time or in the presence of other mature rays they can mature at smaller sizes like most fish. I have a mature male motoro who was about 9 inches when his claspers fully formed. He was about 14 months old though. He just happened to be with two mature females at 14 inches plus and a 14 inch male leo/pearl. Having other mature rays in the same system has been known to speed up the process. For substrate try pool filter sand. Round grains, soft, doesnt affect pH, and it is cheap. Get it from a pool supply place. Should be about 7 a bag and if you accidentally sipho it out no biggie. Also doesnt need rinsed cus no dust. Been using it for years now in a bunch of tanks and never a problem.
 
I had 2 male motoros (both about 8-8.5") a few years ago- one was a plain and the other marbled. Both were wild caught so I have no idea of their age, but both were mature at that size. Yours may grow a bit more. He is nice looking too.
 
Nice male. Interesting, I have a male Motoro with the same body colour and spot patterns like yours - light brown body and the "triple spot" pattern. Got him as a pup 4 years ago. Now is 10-11" and has fathered 2 litters of pups. Not a very aggressive ray either. Hardly any signs of mating and doesn't bother the pups. I like the light colored Motoros over the darker ones.
 
This guys not aggressive at all unless there's food. Mostly just minds his own and cruises around. Gotta say I am quite happy with its appearance cause he was just brought in to the store by the original owner when I agreed to take him, looks like he was at least well taken care of before too.
