Fish are lacking in an important evolutionary step that would allow them to practice egg incubation out of water. ...a shelled egg. Without a means of providing for egg protection from dry spots, oxygen and CO2 transfer would become impeded and cause eggs to become anoxic. The anoxia would cause elevated waste gases to develop which would change the egg's pH. The affected pH would cause an imbalance in enzyme, hormone, and amino acid development and use. This many imbalances would ultimately kill the zygote or embryo.
The previous statement notwithstanding, ...the species listed must develop their air-breathing architecture. The newly hatched fry are gilled and must extract oxygen from water until they mature and develop their particular air-breathing adaptations.

Don't splashing tetras lay their eggs out of water on leaves?

The splash tetras do lay their eggs on overhanging leaves to protect their small clutches from egg-eating predators. However, the spawning pair tend the eggs and regularly splash the clutch with water to keep them from drying out before hatching. I didn't previously mention this species since they're not air-breathers as are the species listed in the OP.
