Have a 90g tank of SA/CA's, a Pleco, and a few red tail botia. Moderately planted with Java fern. I just tested the water parameters with a dip stick and the reading was off the chart - it was blue - which the measurement chart puts at over 300ppm.
-pH 7.7, no nitrite or ammonia, nitrate is 20ppm, temp is 76F. My water is moderately hard in general hardness.

Is this bad for the fish/plants?

Forgot to mention, I'm 100% positive my dipsticks aren't defective because I re-tested the parameters with a friends sticks also and got the same results.
