can all fish get drop eye?

the reason i am wondering because today at work i noticed a melanchromis auratus that had drop eye and it confused me. initially i thought only arowana and a few select fish could, but can all fish?

p.s. didnt know which forum to put this in so i guessed general aquaria.
 
In a severe case of pop eye, it is possible for severe necrosis in tendons and muscle tissue to where the damaged tissue does not regrow or can not be repaired. If the missing or damaged tissue is on the top of the eye, and the fish looks down, there is no longer a mechanism to rotate the eye back up thus causing drop eye. However, drop eye is almost exclusively in arowanas.
