Can Blind Cave Tetras live in stagnant water?

Very few fish will do fine in stagnant water. Oxygenation is very poor in such conditions, and only a few fish evolved to live there will do well (and even then will need some water movement).
Is there a reason they would be in stagnant water anyway?

The only thing I can create water movement with will not look good in my setup
 
Looking good may need re-evaluation. Unhappy. Stressed, or unhealthy fish will certainly not look too good.
Some Ansbantoid fish are able to live in very still water, but not permanently stagnant, or at least not forever.

Priority number one is always the health of the fish. Whether or not the filter looks good, hook it up.
I forgot to fully elaborate on what I meant by that. Temporarily, I have the Cape tetra in a 5 gallon just to monitor him. The 5 gallon itself has been a display tank and at the time of building it with spray foam, I didn’t think of adding a filter. The filter I have will take up a lot of the front of the tank

OK. Right now at the moment, I may not have any filtration or aerators, but I do have pothos growing, but I don’t know if pothos will oxygenate the water.
 
youre gonna have to oxygenate manually probably at least daily water changes, until you put a filter on or at the very least toss an air stone in, probably do a google search for low oxygen in aquariums so you know what the warning signs are

You are killing your fish.
No im not. It’s the only tank without one until im able to get one. Also all three fish in there have been doing just fine and eating. No stress. So no I’m not harming fish at all
