Can I feed fresh yellow fin tuna to my RTC ?

I don't think there is such a thing. When you buy food for your fish or even yourself at a supermarket, is it "totally" safe? I'd think your tuna flesh is about as "totally" safe.

Proper freezing (temp and time) will kill any possible parasites, of which not many inhabit the fish tissue. I'd not do it by any means but if you wanted to kill off all bacteria and viruses, boil it (properly, again). If that tuna has been exposed to bad environment, like radiation or high mercury, oil spill, pesticide/herbicide-tainted or heavy-metal-tainted waters, etc., we'd never know, much like you'd not know with your own food but to me, the chances of that, while non-zero, are utterly miniscule.
