So I am thinking of getting 4-5 turquoise juvenile severum from Jeff Rapps since he is the only person I can find carrying them right now. I want to breed severum (specifically turquoise). Jeff told me that these fry were the result of wild parents pairing up while he was trying to sell them. They bred while in his care and he brought up the fry, so they are F1s. What is the risk of deformities and mutations (of the bad variety) if I get 4-5 of these severum and let them pair up?

It takes several generations of inbreeding before you would have anything to be worried about.
You'll be fine.

As others commented, while it is possible to have genetic mutations in any fry it is highly unlikely after only 1 round of inbreeding. While I wouldn't necessarily suggest inbreeding, you really shouldn't have any problems.
