having any tank mates with any puffer is debateable. F8's may be one of the least agressive puffers but theyre still nasty as hell if given the chance to be.
you best bet would probably be in a bigger aquarium than what you need to keep F8's, and that is heavily decorated. lines of sight should be broken so the gobies could get to some cover if need be. this will keep the puffer occupied too, so it wont get bored. bored puffers cause death. remember that
how big is your tank anyway? you'll need good filtration and regular WC's to keep the puffer happy. theyre really messy and have a huge bio-load. so a bigger tank will help dilute amonia/nitrate/nitrite due to the extra water volume.
you could get the puffer and try it in your tank if you want. but it may kill your fish so its a risk. it all depends on the temperment of the puffer. it may be mellow, or it may be evil. but if its small enough, it may be able to get used to its tankmates rather than kill them straight off. smaller puffers get used to tankmates easier than bigger ones IMO.
had my GSP from 0.5" had him with archers from the begining, he has killed tankmates, but only ones i introduced recently. although i added a common clown to his tank and he was fine with it. but the pacific dwarf angel and the dianas hogfish diddnt fare too well...
also keep a lid on your tank if you get one. i learned the hard way that puffers are jumpers. i found my poor ollie on the floor a few days ago dried up. he got through a gap in my lid i made for my overflow. it is only as wide as he was, 3/4".
