Well, I would say yes. However, if you have any sensitive fish in there, you might want to specifically post in that section of the forum and ask the experts there. I use Epsom salt with a wide variety of fish on a regular basis, but I know all fish have different needs, as well.
As for how much, you're going to be adding 1 tablespoon per ten gallons. So, 30 tablespoons -- half the first day, half the second. You can dissolve it in warm or hot water, then let it cool, then dechlorinate, and pour it in.
I always say to give this treatment three days. It's a good treatment, but it's not going to fix everything. It fixes bloat due to digestional problems (constipation). So, if there's something else going on, and it doesn't get better, definitely don't be afraid to do a big water change and move on to something stronger.
