Can I use baking soada to raise the ph in my tank

What is your ph and what do you want it to be?

Sodium bicarbonate is a weak base. Technically it will raise your ph (depending on concentration up to 9) but it will also drastically raise your kh and salinity. By drastically I mean if you want to raise ph more than 0.1 or so it'll be off the charts for carbonate hardess.

Looking at pH by itself is a big mistake if you're going to try adjust your water parameters. If you want to start dosing your water for whatever reason then take the time to learn about hardness, conductivity and TDS so you know fully what you're doing and more importantly why you're doing it.

If you are having problems with your pH crashing you almost certainly have low hardness, and if you want to raise your pH (or keep it more stable) without learning about water parameters then you could do so by adding a small amount of crushed shell or crushed coral to one of your filters monitoring the pH. Just start out small and slowly increase it until you reach the desired level.
 
Sodium is not salt - it is one of a number of elements that can bond to make a salt. Metals in groups 1 and 2 on the periodic table readily will bond with gases in groups 16 and 17 to make salts (other elements can as well). Sodium is found on food nutritional facts because table salt is NaCl (sodium chloride). Now that's not saying there aren't elements or compounds in your aquarium that the sodium could bond to making salt, but sodium by itself does not make salt nor does it raise salinity.
 
If you want an easy buffer add some oyster shells. They will erode as your ph drops and just stay there if it is within their range. it is a lot easier than using baking soda as you will actually have to monitor the water.
