Can I use powdered SAFE to make concentrated dechlorinator?

I am thinking of grabbing 1 Kg of the powder version of SAFE (specifically THIS on amazon.com).

What I'd like to do is use it to create a solution to refill my 68oz Nutrafin Plus pump bottle ( THIS is the pump bottle I'm talking about). Each pump from the bottle releases 5 or 10ml of solution (not sure about this....) which in turn dechlorinates 10 gallons of water. I like this because I still do the bucket method, and I simply do 1 pump into each 5 gallon bucket I fill. It's quick and simple, and I know the water is safe.

So my question it, could I create a solution from this powdered version of Prime to keep in this pump bottle and make my life easy? If so, how would I determine the appropriate concentration to make the solution for my 68oz bottle so that each pump provided enough solution to dechlorinate 5-10 gallons of water. I'm sure there's an equation for this (if it is indeed possible) and you would need to know whether 1 full pump was equal to 5 or 10ml.

Sorry for the long-winded sentences, just looking for some help. I would hate to hurt my fish just because I was trying to save money on dechlorinator.

HAH! All that typing for naught. Thanks though John, that is exactly I needed to know.

In that case, is there a powdered water conditioner that DOES contain stabilizers and that can be used to create a solution you can store for a while?
 
Not sure about the shelf life but, do a Google search for "sodium thiosulfate and water solution chlorine aquarium"

I thought about doing this (after my "air stone in a bucket overnight" test proved the airstone theory wrong). But the math made me get Prime. Prime is like $15 for 500mL and treats 5000 gallons. Each 5mL treats 50 gallons. And it also neutralizes ammonia/nitrites/nitrates in emergencies.
