Probably not. In my experience most black sands/gravels tend to consist of course sharp grains which are not ray safe. What you need is smooth round grains.
If the substrate you mention is Caribsea, have a look at their site

it lists which of their substrates are "soft belly safe" and Tahitian Moon isn't one.
 
Yes you can use that. Ive seen it in many ray tanks!
 
i use peace river from Carib sea love it smallest gravel i have found

i also had the Tahitian moon sand no irritation on my rays, but is not very round in texture
